Obituary

Charlie "Papa" Duncan, age 83, passed away on Sunday February 8, 2026, surrounded by his family. Charlie was born on March 11,1942, in Frost Bottom, Tennessee. Charlie was a lifelong resident of Oliver Springs. He was a loving husband, father, brother, and Papa. Charlie was a member of the United States Army from 1964-1970, where he achieved the rank of Specialist E4 and was stationed in multiple different areas. Charlie was also an employee at K-25 for over 30 years as a heavy equipment operator. In his earlier years, Charlie was an owner and operator of the Dixie Diner with his wife Pat. Charlie enjoyed anything to do with trains and heavy equipment. He was a long-time member of the Oak Ridge Bowling Alley as well as an avid member of the American Legion Post 112, and the Disabled American Veterans Chapter 26. He loved going to the casino and to play bingo. 'Papa' loved anything and everything to do with his grandkids. He also took pride in hosting pool parties and cook outs at his pool and driving his American flag car in all the local parades.

He was preceded in death by his wife Pat Duncan; his parents Howard and Florence Duncan; his sisters Rema Louise Duncan and Adelee 'Toad' Seiber Duncan; his in laws Charlie and Ruby White; and his brother in law's Sonny White and Max Whatley.

Charlie is survived by his son Richard (Amy) Duncan, and his daughter Telena (James) Bowling. His grandchildren Nick & Abby Bowling, Breana (Phillip) Kyker, Noah & Wyatt Wilson, and Bradleigh Russell. He is also survived by sister in laws Lorene Whatley and Machelle White; and by brother in law Lonnie (Dova) White.

Several caregivers that cared for Charlie over the years include Jennifer Higginbotham, Brooke Hamby, Linda Ross, Crystal Barker, the team at Right Choice Homecare, as well as his granddaughter Abby.

Many friends and extended family members include Frank & Andy Phillips, Robert Higginbotham, Darren Goins, Tom Tye, Russell Barker, and Greg McBroom. As well as all of those that called him Papa that he treated at his own; Raegan, Harrison, Mabry, Latisha, Landon, Xavier, Zella, Yazlee, Emi, Cam, Blair, Jax, and Keela.

The family will receive friends on Thursday, February 12, 2026, from 5:00 P.M. – 7:00 P.M. at Sharp Funeral Home with funeral service to follow at 7:00 P.M. with Bro. Lonnie Dison officiating. Graveside service with Military Honors will take place on Friday, February 13, 2026, at 11:00 A.M. at Anderson Memorial Gardens in Clinton, TN.
